Description

Health, Safety & Environment Coordinator is part of the Regional HSE Department and will be responsible to support the Regional HSE Department Manager on planning, implementing and verifying the HSE Management System is in accordance with the Corporate, statutory and customers’ requirements in the SSA Sector (Southern part of South America that includes Argentina, Chile, Peru and Bolivia), all applicable laws, regulations, and policies. Must support HSE internal and external audit processes.

The scope of the HSE Coordinator includes (but not limited to) developing local programs (such as ergonomics, emergency response plan, hazardous materials handling, preparing management review document, facilities and on-site HSE and 5S inspections, apply ROSEN policies, etc.), provide local HSE training upon request, give proper documental support, improve personnel awareness in HSE including administration and operational activities in the workshop and on-site. Support other areas to maintain the ROSEN facilities in good shape, and control the HSE information about suppliers and contractors.

The HSE Coordinator has the responsibility (and is obliged) to carry out all activities in accordance with the ROSEN Quality & HSE manual and ROSEN Quality & HSE Policy and guidelines.

Main responsibilities (but not limited to):

• Directs and promotes the company in building and engaging in a proactive safety culture.
• Runs the implementation of HSE policies and mission
• Manages and reviews work site hazard assessments, identifies unsafe acts/conditions or unsafe behaviors, provides support, guidance and recommendations for corrective action to management team.
• Manages Company safety, environmental and regulator mandated meetings, seminars, training classes and record retention, as required.
• Participate, prepare and present required safety material in company and customer meetings.
• Controls and create safety related documents, policies and procedures for company in compliance with regulatory agencies
• Manage emergency response team and emergency preparedness actions for the Sector within the Region.
• Lead and provide expertise for incident investigations, near misses, environmental and/or equipment damage.
• Responsible for reporting all safety incidents, near misses, injuries, etc. for the Sector in the Company SHARE system (System for Handling and Registration of Events)
• Manage incident statistical data and for the Sector.
• Ensures that the HSE management system is in compliance with HSE policy, guidelines, applicable standards and instructions
• Support Company management in setting HSE objectives
• Managing the Company’s process for 1st, 2nd and 3rd party audits and certifications related to the HSE Management System
• Support the conduction of audits; perform internal HSE audits, and job site audits
• Provides support during events based on ROSEN's root cause analysis process (on demand)
• Selection and application of renown HSE methods and tools to enable the HSE management system
• Serve as sectorial HSE subject matter expert and provide information to management about HSE related performance, issues and status of the HSE management system in regards to effectiveness and
compliance
• Provide information to management about recommendations for process improvements and decision proposals
 

Requirements

• Minimum 5 years’ practical experience managing/administering HSE, developing and implementing HSE programs.
• Bachelor of Science degree is required. Specialization in Occupational Safety or Health, Safety Engineering, Safety Science, or Environmental Health is preferred.
• Experience with country and local legislation/regulations applicable for HSE
• Experience with management systems compliant to standards OHSAS 18001 or ISO 14001, preferred both.
• Experience performing workshop/site audits and HSE management system audits.
• Experience in the Oil and Gas industry and related HSE information exchange platforms, such as ISNetworld.
• Knowledgeable of the respective industry recognized standards used in pipeline inspection.
• Commitment to working safely and participating in all HSE programs. Must have the desire to assist the Company in promoting a healthy, incident free workplace.
• Must be able to communicate with management as well as with employees of all levels in the organization to help ensure clear understanding of Company HSE guidelines, rules, policy, and procedures.
• Proficient in MS Office (Word, Excel, and PowerPoint)
• Minimum English level 80% or B2 level
• International travel within the Region is required
• Internal auditor certified in ISO 9001, ISO 14001 and OHSAS 18001 is required.
• Lead Auditor according to ISO 19011 is preferred
• Experience with management systems compliant to standard ISO 9001 is preferred
• Certificate as Safety Professional, Health and Safety Official or similar is preferred
