Due to our rapid growth, we are currently looking for a full time Technical Solutions Lead to join our Proposals and Contracts Office. The ability to interact with staff in a fast paced environment, while remaining flexible, proactive, resourceful and efficient, with a high level of professionalism and confidentiality is crucial to this role.

Detailed duties include:

  • Providing the scope of the services which meet both client needs and ROSEN’s capabilities, in line with the sales strategy. 
  • Ensuring that exposure to technical risks is minimized.
  • Clarify of tender, produce scope of work and review contract requirements related to ROSEN’s Product and Services portfolio.
  • Clarify of tender, produce scope of work and review contract requirements related to technical know-how to perform the works considering resources capability.
  • Finding and discussing additional scope and efforts with operational processes where required.
  • Support Draft Project Budget.
  • Support proposal and contract specific documentation related to technical aspects.
  • Determine correct product and services needed to fulfill the Project.
  • Support contract review prior to formalization.
  • Stay up-to-date with ROSEN product and services portfolio.
  • Follow the sales strategy.
  • Consider the previous history of client , object and resource related.
  • Negotiate technical solutions with operational processes.
  • Forecast the operational cost and risks associated with the technical solutions.
  • Update related information into the ROSEN databases and filing system.
  • Highlight unsolved conflict issues to Sales Manager on product, processes that can have an impact to technical risk.
  • Be updated on the sales strategy.
  • Full access to inquiry details by client.
  • Access the required ROSEN databases and filing systems with regards to the technical aspects on performed product and services, all resources group wide.
  • Call in any other manager for clarifications if required.
  • Be updated on new technologies and developments.
  • Cooperating with Legal Leads on any legal matters.
  • Cooperating with Commercial Leads on any commercial matters.
  • Interacting with any operational processes where clarifications are required.
  • Closely cooperating with Sales Manager during the pre-bid review.


Qualifications and Skills Required:

• Bachelor’s Degree in Technical or related field
• 5-10 years of proposal/contract administration or/and subcontracting experience
• Analytical problem solving and quick decision skills
• Sound technical knowledge and good experience in ROSEN projects and portfolio
• Commercial knowledge and legal knowledge a plus
• Good knowledge of the organization structures and understanding of the ROSEN roles and functions
• Proficient in MS Office (Word, Excel and PowerPoint)
• Highly organized, flexible, and maintains confidentiality
• Detail oriented and works with a high degree of accuracy
• Must be a self-starter and be able to complete projects with limited supervision
